Defining VECO Vietnam's Structural Change Agenda's

Through extensive dialogue with partners, research and our experience we have identified a number of key areas in the Fruits & Vegetable SSD subsector that need to change on a structural level. We call these our Structural Change Agendas (SCAs). SCAs for other subsectors are still being developed.

Fruits & Vegetables Subsector SCAs:

SCA 1:

Existing consumer associations form a network that effectively promotes sustainably produced safe fruits and vegetables at the national level and in the pilot provinces (Ha Noi, Phu Tho, Lang Son, Ha Nam and Hoa Binh).

SCA 2:

A national multi-stakeholder platform is developed that represents government, farmers and private actors involved in the fruits and vegetables sub-sector, and contributes to the formulation of policies favoring smallholder farmers.

SCA 3:

Changed sourcing policies and practices of actors in traditional wholesale markets are improving product safety and market efficiency in the pilot provinces (Phu Tho, Lang Son, Ha Nam and Hoa Binh).

SCA 4:

A well-functioning standard-quality monitoring system applicable to smallholder fruit and vegetable farmers called PGS (Participatory Guarantee System) is in place,recognized by the national government and adopted by the provincial governments in the pilot provinces (Phu Tho, Lang Son, Ha Nam and Hoa Binh)
